Florida lawmakers are moving to solidify the Seminole Tribe’s exclusive control over online gambling in the state. Representative Walter Barnaby and Senator Corey Simon have introduced HB953 and S1404, aiming to prohibit all internet gambling operations that fall outside the state’s agreement with the tribe.
Bills Seek to Ban Online Gambling Beyond Seminole Compact
Under these proposals, online sports betting, sweepstakes casinos, and other forms of internet gambling would be outlawed unless operated under the existing gaming compact with the Seminole Tribe. This move suggests that, beyond its current control over Hard Rock Bet, the tribe may be looking to expand into online casino gaming.
Lawmakers have taken a broad approach in defining internet gambling, classifying it as any game involving monetary rewards based on chance, regardless of skill elements. This includes digital versions of slot machines, video poker, and table games. The phrasing explicitly targets social casinos, which operate on free-to-play models but generate revenue through in-game purchases.
The bill aligns with Florida’s recent crackdown on offshore gambling and sweepstakes casinos, which many regulators and tribal leaders view as exploitative legal loopholes. The American Gaming Association and private gaming companies have also voiced strong opposition to these businesses, reinforcing the push for stricter regulations.

Florida Intensifies Crackdown on Sweepstakes and Social Casinos
Florida’s stance against social and sweepstakes-based gambling has grown increasingly strict. The Florida Gaming Control Commission recently took action against platforms like PrizePicks, Betr, and Underdog Fantasy, signaling that such business models are unlikely to gain legal acceptance in the state.
While sweepstakes and social casinos are not officially classified as illegal gambling, authorities view them as problematic. Industry observers believe the state is positioning the Seminole Tribe for complete exclusivity over Florida’s online gambling market.
If these bills pass, they will further cement the tribe’s monopoly and likely pave the way for future expansions, potentially including online casino gaming. Florida’s regulatory efforts suggest that alternative gambling models, especially those operating outside the tribal compact, will face increasing legal scrutiny in the years ahead.
