Operators: Quebec Losing $300M Yearly Without iGaming Reform

Quebec loses $300M yearly without iGaming reform, QOGC warns. Coalition urges commercial competition to end Loto-Québec's monopoly.
Operators: Quebec Losing $300M Yearly Without iGaming Reform

The Québec Online Gaming Coalition (QOGC) is urging the provincial government to end Loto-Québec’s monopoly and permit commercial operators to enter the market. The coalition estimates Quebec forfeits approximately $300 million in annual tax revenue by failing to establish a modern regulatory framework for online gaming.

Coalition Makes Its Case

The QOGC, representing global industry leaders including DraftKings, Flutter (FanDuel), Entain, Betway, Rush Street Interactive, Bet99, Games Global and Apricot Investments, has briefed the Ministry of Finance on the economic opportunity. The group argues that roughly 2,000 unregulated websites currently serve Quebecers despite Loto-Québec’s nominal monopoly.

QOGC Recommendations Proposed Action
Independent Regulator Oversee all iGaming including Loto-Québec
Unified Standards Regulate public and private operators equally
Licensing Framework Define criteria and revenue-sharing terms
Community Reinvestment Allocate portion of revenue to prevention and local programs

Ontario and Alberta Models Cited

QOGC spokesperson Ariane Gauthier pointed to Ontario’s successful commercial market, where OLG continues growing despite dozens of competitors. She urged Quebec to reject what she called a “myth of distorted reality” about the harms of competition. Alberta is preparing to launch its own regulated iGaming market later this year, with several QOGC members already seeking licenses.

Loto-Québec’s Position

The crown corporation reported $1.53 billion in revenue from April to September 2025, a 1.8% year-over-year increase. Online gaming grew approximately 17%. However, Gauthier previously argued that adjusting for inflation, Loto-Québec is actually in decline.

The QOGC emphasized its commitment to consumer safety, responsible gaming, anti-money laundering protocols and tax payments to the provincial government—if given the opportunity to compete.
