City Council Rejects Proposal Amid Zoning Concerns

The Las Vegas City Council has voted against the proposed Harlem Nights Casino and hotel development in the Historic Westside. In a 6-1 decision, council members rejected the plan, citing zoning violations and strong community opposition. Councilwoman Victoria Seaman cast the lone vote in favor of the project.

The decision comes after months of public debate surrounding the large-scale development, which failed to align with existing zoning rules and raised concerns over the neighborhood’s future.

Proposed Towers Exceeded Legal Height Restrictions

Backed by California investor Shlomo Meiri, the Harlem Nights development sought to transform the area near Jackson and F Street with two 22-story towers. One tower was set to include a 207-room hotel and 60 condominiums, while the other would house more than 300 apartment units. Plans also featured a 7,000-square-foot casino floor and upscale amenities.

Despite trimming the original 60-story design, the project still violated local zoning laws, which limit building heights to seven stories without special approval. City planning staff and the Planning Commission previously recommended against the proposal, prompting the Council’s rejection.

Community Pushback Cites Gentrification, Traffic, and Identity

Residents filled the council chambers to oppose the project, expressing fears over traffic congestion, environmental stress, and the erosion of the neighborhood’s historic character. Critics argued the towering development could accelerate gentrification without delivering meaningful benefits to the long-neglected Historic Westside.

The site, once home to the historic Tokyo Casino, was damaged by fire in 2023, casting further doubt on the project’s alignment with community values. While the developers pledged to respect the site’s legacy, skepticism remained.

Next Steps May Involve Major Revisions or Rezoning Efforts

Jo Kato, a consultant for the development team, acknowledged the community’s passionate reaction and indicated that new revisions could be forthcoming. Any future plans will likely require significant downscaling to comply with current zoning laws.

A lot of passion is running right now, so we’ll just have to see where it goes. We look forward to another opportunity to come up with something great.
— Jo Kato, Harlem Nights project consultant

Alternatively, the developers may pursue a rezoning initiative, though this process would delay any further council review for at least a year. For now, the ambitious Harlem Nights project remains on hold, and the conversation around the Historic Westside’s development future continues.
