The debate surrounding the legalization of online gambling, or iGaming, continues to heat up in Maryland. While lawmakers and the gambling industry anticipate significant revenue growth, opponents raise concerns about potential job losses and an increase in problem gambling.
The Case for iGaming:
Proponents, including lawmakers and industry representatives like Maryland House Ways and Means Committee Chair Vanessa Atterbeary, believe iGaming will generate substantial additional revenue for the state. Atterbeary’s proposed legislation outlines a framework for licensing twelve iGaming operators, each subject to a $1 million license fee and a tiered renewal system. Additionally, the proposed tax system features a 55% rate for operators solely offering iGaming and a 20% rate for those offering live-dealer games, potentially incentivizing job creation within the live dealer segment.
Atterbeary emphasizes the potential benefits:
“Contrary to what you may have heard, the sky will not fall if iGaming is implemented.” She believes the generated revenue will contribute significantly to Maryland’s ambitious $40 billion Blueprint for public education reform. Additionally, a portion of the tax revenue would be allocated to problem gambling treatment, educational programs, and the Maryland Lottery and Gaming Control Agency.
Industry Voices Back Legalization:
Randall Conroy, General Manager of Horseshoe Baltimore, aligns with the proponents, stating his firm opposition to job loss concerns. He believes iGaming will create new opportunities within the industry.
Concerns and Counterarguments:
However, the proposal faces opposition from various stakeholders. Representatives from Live! Casino Hotel Maryland expressed concerns about the potential negative impact on existing businesses, including decreasing revenue and potential job cuts. Similarly, Mark Stewart, Executive VP and General Counsel of The Cordish Companies, voiced concerns about the potential for thousands of job losses across the state if iGaming is legalized.
The Debate Continues:
The debate surrounding iGaming legalization in Maryland highlights the need for a balanced approach that weighs the potential economic benefits against concerns regarding potential job losses and the need for responsible gambling practices. Finding a solution that maximizes positive outcomes for all stakeholders remains a key challenge in this ongoing discussion.
